Behrends Foster is a sixteen year veteran of Washington, DC. After graduating from the University of Michigan, he worked for Congressman Dave Camp (R-MI), rising through the ranks to serve as Chief of Staff. During that time, Congress passed sweeping legislation such as welfare reform, the Balanced Budget Act, and HIPAA. In 2001, Behrends left Capitol Hill to join the American Association of Health Plans (AAHP), which eventually merged with the Health Insurance Association of America to become America’s Health Insurance Plans (AHIP). He was responsible for tax related health care issues, long term care insurance, Medicare, Health Savings Accounts and other major medical legislation. He served as a member of the congressional whip team that helped pass the Medicare Modernization Act in 2004 and worked to pass improvements to consumer directed health care products as part of the Deficit Reduction Act of 2006. He helped educate members of congress and staff as the Affordable Care Act worked its way through the legislative branches and into law. In 2010, Behrends left AHIP to start a bipartisan lobbying firm, Bluestone Strategies. He resides in northern Virginia with his wife and two children.
